Samsung's CEO JK Shin announced that the company will be using 64-bit
processors in its "next smartphones" which probably means 2014
flagships, such as the Galaxy S5, will be getting the new processors.
This announcement comes right after Apple launched it's iPhone 5S and iPhone 5C with 64-bit CPUs on September 10th. But while Apple did optimize the iOS 7 for 64-bit processors, Android OS is yet to support such thing.
A 64-bit CPUs are must for smartphones with 4 GB of RAM or more and Android 4.4 Kitkat is expected to bring that 64-bit processors support. Probably as always Samsung will be the first to unveil a device with 4 GB of RAM in 2013.
